THE IMPORTANCE OF CORRECT EVALUATION OF PILOTS AND ATCOS OF THEIR ENGLISH LEVEL ACCORDING TO ICAO
Abstract
Effective communication in aviation is a critical safety factor, particularly in interactions between pilots and air traffic controllers (ATCOs). The International Civil Aviation Organization (ICAO) has established Language Proficiency Requirements (LPRs) to mitigate risks associated with language-related misunderstandings. This article examines the importance of correct evaluation of pilots’ and ATCOs’ English language proficiency according to ICAO standards, with particular emphasis on operational relevance, plain language use, and radiotelephony communication. It explores the ICAO rating scale, assessment principles, examiner and rater responsibilities, and validity periods, and highlights the risks arising from inadequate language competence. Special attention is given to problems caused by poor knowledge of English in non-routine and emergency situations, where reliance on plain language is essential. The article argues that accurate, fair, and scenario-based language assessment is a key element of global aviation safety and a fundamental responsibility of civil aviation authorities.
