The Limits of Decision-Centered Models Most existing theories are built around decisions, choices, and judgments. As long as: Decisions are correct Processes are explainable Actions align with norms the model assumes no problem exists. What remains unasked is:Where does understanding reside? This omission defines the limit of current theory. Repositioning Around Understanding Understanding Sovereignty does not propose a new theory. It proposes a shift of center. Instead of focusing on decisions, efficiency, or optimization,it places the location of understanding at the starting point. This repositioning reveals phenomena previously invisible. What Becomes Visible When understanding is centered, we can explain: Why correct decisions fail to build trust Why more explanation often increases confusion Why AI ethics collapses on the human side These are not failures. They are misplacements. The Arrival Point of v0.3 v0.3 offers no final answers. It offers a map. It shows: Where understanding stops Where it becomes fixed Where it circulates Why theory failed to see it At this point, researchers must reassess their own positions. Conclusion Understanding Sovereignty v0.3 does not reject existing theories. It simply restoreswhat theory removed from the center. Not judgment. Not outcomes. But the position of understanding. v0.3 ends here. What follows depends on those who receive this map.
