Its purpose is to clarify:why existing theories failed to handle understanding, and what became invisible in the AI era as a result. A Shared Structural Defect Across AI ethics, HCI, and social theory, decisions, actions, and judgments are placed at the center of analysis. Within this framework, theories ask whether: Decisions are correct Processes are explainable Actions align with norms What remains unasked is:Where does understanding occur, stop, and remain? This omission constitutes a structural defect. The Continuous Structure Revealed in v0.3 v0.3 demonstrated a continuous sequence: Understanding is assumed by theory Delegation and externalization displace understanding Understanding stops Initial understanding becomes fixed The same understanding circulates repeatedly These are not isolated failures. They are systematic outcomes of decision-centered models. Repositioning Around Understanding Understanding Sovereignty does not reject existing theories. It repositions their center. Instead of decisions or outcomes,it places the location of understanding at the starting point. Understanding cannot be designed Understanding cannot be controlled But the position where understanding occurs can be placed This shift makes previously invisible failures intelligible. Integrated Conclusion The core conclusion of v0.3 is simple. Many AI-era problems are not caused by technology or ethics. They result from misplaced understanding. Understanding Sovereignty v0.3 presents this realization as a map. This integrated edition closes here. What follows depends on those who receive and use this map.
