They originate from a single issue:the misplaced position of understanding. Existing theories center on decisions, actions, and outcomes. In doing so, they lose sight ofwhere understanding occurs, stops, and remains. The Chain Reaction This omission produces a consistent chain: Understanding is assumed by theory Judgment is delegated outward Understanding stops Initial understanding becomes fixed The same understanding circulates Even when decisions are correct,no understanding remains on the human side. The Proposal of Understanding Sovereignty Understanding Sovereignty does not offer new answers. It offers a shift of center. Not decisions. Not outcomes. But the location of understanding becomes the starting point. Understanding cannot be designed. But the position where understanding occurs can be placed. Compressed Conclusion Confusion in the AI era does not arise because understanding disappeared. It arises becauseunderstanding was placed in the wrong location. Understanding Sovereignty v0.3 (Compressed Edition)presents this realization as a map.
