Abstract

DescriptionThis dataset compiles 67 documented policy events capturing governmental responses to data center expansion under energy and water constraints. The events include regulatory restrictions, moratoria, infrastructure reinforcements, and capacity-expansion measures implemented in response to grid congestion, water scarcity, and environmental limits. The dataset supports an empirical analysis of sustainability trade-offs, governance responses, and the redistribution of anthropogenic risk associated with infrastructure-led digital expansion. Summary tables and figures used in the accompanying analysis are included. The dataset is publicly available to facilitate transparency and reproducibility in sustainability research on infrastructure expansion and resource-constrained governance.
