Development Interventions and Conflict Dynamics: An Analysis of the World Bank–Funded Multi-Sectoral Crisis Recovery Project in North-East Nigeria.
Abstract
This paper analyzes the World Bank–funded Multi-Sectoral Crisis Recovery Project (MCRP) in North-East Nigeria, focusing on how development-led recovery interventions are designed and implemented in fragile and conflict-affected settings. It examines key project components, including livelihood support, service and infrastructure rehabilitation, cash-for-work activities, and institutional coordination, with particular attention to implementation performance and reported results in the BAY states. The purpose of the paper is to assess what the project achieved in practice, how it adapted during implementation, and where limitations remain. Drawing on project documentation, implementation, and results reports, the analysis highlights strengths in output delivery and operational coordination, alongside gaps in outcome-level evidence, sustainability, and the measurement of changes in insecurity and armed violence. The paper aims to contribute a grounded assessment of a large-scale recovery intervention in a conflict-affected context, offering practical insights into implementation effectiveness and remaining challenges relevant to development practitioners, researchers, and policy-oriented audiences.
