CDIP v1.1 — P19-WCCC v0.1 Stratified Witness Towers (h_max=2) with External Anchor
Abstract
This document specifies CDIP v1.1 P19-WCCC v0.2, a weak Hyper-CCC layer that resolves the auditor self-reference crisis by enforcing a finite stratified witness tower with maximum height hmax = 2 and a mandatory external anchor (Human or Proof Assistant plus DOI). The v0.2 revision closes two previously INAD anchor gaps: (i) AnchorStrength (minimum proof-theoretic strength and machine-checkable proof-artifact requirements for Proof-Assistant anchors) and (ii) HumanFormal (a structured human anchor review obligation with checklists, notes, and signature artifacts). The result remains a structural claim only: WCCC-PASS does not entail CCC-PASS, and no consciousness/object-level truth claims are made.
