Report on State-Sanctioned Mobilization of Minors and Irregular Forces in Iran (Jan 2026)
Abstract
This dossier provides a formal legal assessment regarding the deployment of non-standard military personnel by state security apparatuses in Iran during the operational period of January 2026. The investigation focuses on alleged violations of the Optional Protocol to the Convention on the Rights of the Child (OPAC). Evidence gathered through field observation and digital verification indicates a systematic policy of Coercive Recruitment Practices targeting socio-economically vulnerable male minors. Specifically, this report documents the use of material inducements (identified as the "Motorcycle Incentive") to solicit direct participation in hostilities. Furthermore, Video and Image Analysis of deployed forces reveals a widespread Absence of Official Uniforms, suggesting the mobilization of irregular combatants. This report also examines the disparity in state policy regarding civilian mobility, contrasting the incentivization of motorcycles for child recruits with the lethal force used against female civilians operating similar vehicles, as evidenced by the case of the deceased civilian, Ms. Diana Bahador. The findings suggest a pattern of conduct consistent with War Crimes under the Rome Statute.
