Abstract

Mubader: From Knowledge to Impact is a health planning governance framework designed to strengthen how health systems interpret, organize, and utilize accumulated initiatives, applied research, and innovation efforts for decision-making. The framework operates as a strategic interpretive planning layer that separates visibility from planning entitlement, and system-level learning from individual effort recognition. Rather than evaluating performance or ranking initiatives, ‘Mubader’ focuses on impact traceability, planning relevance, and institutional learning, treating impact as a cumulative pathway rather than a single outcome. Mubader is non-executive and non-regulatory by design. It does not intervene in implementation, financing, or operational authority, nor does it introduce parallel governance structures. Instead, it recalibrates how existing efforts are read and translated into planning intelligence through a multi-layer indicator architecture.
