Abstract

This Addendum provides a spec-only method to support the Route-B CORE/PERIMETER separation while keeping P19-WCCC at v0.2 (no v0.3 bump). We introduce an Anchor Profile specialization (CORE vs PERIMETER) that reuses the existing P19-WCCC v0.2 closure items AnchorStrength and HumanFormal. The specialization is layer-local : it does not modify P19-WCCC v0.2 gate order; it only instantiates P19’s already-closed anchor obligations with different evidence modes per layer.
