Abstract

The CPM Civilizational Guard Kernel is the formal constitutional protection module implementing human-keyed authority separation in AI systems. It instantiates the No(E->A) invariant — no epistemic output becomes binding authority without explicit human-keyed commitment — as an executable, formally verified kernel. The kernel includes TLA+ formal specifications, SQL enforcement schemas, and a negative-only CI discipline. It is the foundational implementation layer of the CIVIL Constitutional Architecture.
