Abstract

This document outlines strategies for upscaling Riga's multifunctional food hub solution beyond the IN-HABIT pilot implementation in Āgenskalns neighbourhood. It details replication pathways tested through multi-stakeholder workshops across municipalities, covering both low-investment and high-investment adaptation options. The plan focuses on establishing a market association platform for coordinated advocacy and best-practice sharing. Key upscaling challenges addressed include regulatory complexity, financial sustainability, varied municipal capacities, and the need for institutional embedding and diversified financing to ensure long-term viability.
