Abstract

This white book presents the AI-Strategic Node Framework (AI-SNF), a conceptual and methodological framework for identifying, classifying, and interpreting structural AI-mediated strategic nodes within global technological, infrastructural, and governance systems. AI-SNF departs from actor-centric, capability-based, or ranking-oriented approaches to AI power assessment. Instead, it conceptualizes strategic relevance as an emergent property of structural positioning, cross-dimensional coupling, and system-level dependence within AI-enabled architectures. The framework focuses on how sensing, prediction, decision-loop timing, governance control, and future option space are distributed, constrained, and interlinked across nodes. The white book formalizes the theoretical foundations, indicator architecture, dimensional logic, and interpretive boundaries of AI-SNF. It introduces a non-ordinal classification logic that emphasizes exposure regimes, structural roles, and fragility patterns rather than comparative performance, aggregate scoring, or normative ranking. The framework is explicitly designed for governance diagnostics, risk interpretation, and policy analysis, and is not intended as a predictive, prescriptive, or competitive index. This version (v0.1) constitutes a foundational methodological release, intended to support further empirical operationalization, comparative case studies, and derivative analytical instruments, including the AI-Strategic Node Index (AI-SNI).
