Abstract

This policy brief introduces the AI-Strategic Node Index (AI-SNI), a governance-oriented diagnostic instrument designed to identify structural exposure, leverage concentration, and governance fragility in AI-enabled systems. Rather than ranking countries or technologies, AI-SNI provides a non-prescriptive framework for assessing how AI-mediated sensing, prediction, decision-making, and infrastructure coupling generate systemic risk and cross-border spillovers. The publication operationalizes the AI-Strategic Node Framework (Conceptual and Methodological White Book v0.1) for practical AI governance use, with applications in national strategy development, cross-border coordination, and institutional risk assessment. It is intended to support evidence-based policy dialogue on AI-enabled warfare, sustainability, and global security governance.
