Victims of cryptocurrency crimes as a systemically excluded category: failures of recognition, compensation, and access to justice
Abstract
This report analyzes the position of victims of cryptocurrency crimes within the international law enforcement system. It examines the structural reasons why those affected by crypto fraud, financial pyramids, DeFi abuses, and cross-border schemes are systematically excluded from criminal, compensation, and regulatory frameworks. The report addresses problems of victim identification and registration, fragmentation of claims across jurisdictions, limitations of restitution mechanisms, and the role of private platforms. Particular attention is given to the consequences of institutional neglect of victims for trust in justice and the stability of financial systems.
