Global Standards Against Crypto Crime: Why a Universal Control Model Is Impossible and What Actually Works
Abstract
This report analyzes efforts to establish global standards for combating cryptocurrency-related crime and the reasons why a universal model of control remains unattainable. It examines the institutional limitations of international organizations, jurisdictional fragmentation, competition between regulatory regimes, and the technological dynamics of the crypto ecosystem. Particular attention is given to those control elements that prove effective in practice: oversight of entry and exit points, interagency coordination, standardization of evidentiary approaches, and a focus on infrastructural nodes.
