Abstract

This paper focuses on the open-source Intelligent Journal System with the core positioning of civilization-level screening. It aims to break the rigid review mode of traditional journals and focus on paradigm-breaking research that can promote the progress of human scientific civilization. The system adopts a three-layer architecture including explicit knowledge flow layer implicit quantum verification layer and balanced value evaluation layer. Through end-to-end verification of four core modules HEAL Net semantic embedding quantum verification layer multi-agent review and value evaluation layer it realizes key functions such as semantic clustering quantum state fidelity verification and review decision divergence analysis. Addressing the deficiencies of the initial version this paper proposes multiple rounds of supplementary improvement plans covering core capability enhancements such as quantitative calibration model traceability SLO/monitoring system privacy compliance hardware procurement acceptance and CI integration. It also extends a translation module supporting multilingual semantic consistency including functions like external embedding docking asynchronous message publishing and production-grade signature. Guided by the design philosophy of reverse exclusion the system rejects incremental improvement research protects innovative theories excluded by the mainstream. It ensures fairness security and traceability through mechanisms such as reproducibility verification audit log signing and KMS/Vault security control. The ultimate goal is to replace traditional journals and provide support for the breakthrough progress of human scientific civilization.
