Abstract

This scheme addresses the irreversible climate crisis triggered by global warming, positioning itself as a civilization-survival project rather than a mere engineering initiative. Against the backdrop of imminent climate tipping points—such as permafrost thaw and methane release—this plan proposes a global cold source regulation system to rebalance Earth’s thermal distribution and mitigate extreme weather. Drawing on Wang Tongchun’s water conservancy logic of "terrain adaptation + network coordination + precise regulation," the core technical framework centers on three pillars: cold source capture (taking Russia’s Siberian permafrost, Arctic snow belts, and Lake Baikal frozen water as core reserves), cross-regional transportation (integrating insulated canals, ice slurry pipelines, and nuclear-powered icebreaker shipping), and large-scale underground cold/ice storage (supporting seasonal energy storage with ≤10% heat loss). Key technologies include thermal-hydraulic-mechanical (THM) coupling simulation for permafrost-pipeline systems, low-temperature concrete materials, and closed-loop ecological monitoring to ensure environmental safety. The plan requires unprecedented transnational cooperation among 193 countries, with an estimated investment of USD 80–100 trillion over 50–100 years. It emphasizes risk management—prioritizing species survival over short-term interests—and incorporates strict safety mechanisms such as leak-proofing, methane emission control, and structural stability monitoring. Beyond technical implementation, it outlines a governance framework covering cross-border legal agreements, ecological compensation, and phased scaling-up criteria (from pilot tests to global deployment). The ultimate goal is to stabilize global temperatures, restore the climate system, and safeguard Earth’s habitability for current and future generations—turning fragmented national efforts into a unified civilization-wide response to climate collapse.
