Abstract

This constructive reform plan addresses the core "disconnect crisis" of human civilization—where decision-makers, elites, and experts are isolated from the real survival experiences of ordinary people—by proposing a systematic solution centered on "sensory reconnection" and "mandatory grounding obligations." The plan aims to repair the empathy nerve of civilization, eliminate the cognitive gap between the upper and lower levels, and lay the foundation for a symbiotic, sustainable global order. The core framework includes four key components: 1) Target group coverage: Global decision-makers (government officials above vice-ministerial level), public-funded scientists, international organization executives, multinational corporate leaders, and social media algorithm engineers—all who influence millions of lives. 2) Mandatory grounding rules: 90 days of anonymous survival per year (lifetime execution) with no exemptions, requiring zero-capital start, identity stripping, and prohibition of resource cheating. 3) Three immersive survival scenarios: Urban extreme labor (food delivery riders, construction workers), rural poverty alleviation (farming with impoverished farmers), and informal economy marginal survival (stall vendors, scavengers)—to experience algorithmic exploitation, agricultural risks, and institutional exclusion firsthand. 4) Global supervision and accountability: A neutral alliance of NGOs and labor organizations conducts full tracking via blockchain and satellite positioning, with severe penalties for cheating (permanent ban from public office, institutional certification revocation) and mandatory conversion of survival experiences into policy-making basis. The reform is not punitive but a civilizational self-rescue—letting power grow from real life and knowledge flow with human warmth. By forcing those in positions of influence to experience the hardships of ordinary people, it aims to replace the logic of domination with symbiotic ethics, ensuring that policies, science, and governance are rooted in reality. Ultimately, it seeks to make the "community with a shared future for mankind" a tangible reality, promoting the sustainable development of human civilization.
