Abstract

This paper examines the Yuan-dynasty Branch Secretariat (行中書省) system as an integrated spatial-administrative structure rather than as a collection of isolated provincial units. By reconstructing the full layout of major Branch Secretariats recognized in the Yuanshi and prior scholarship, the study identifies a structural vacancy in the Hebei–Shandong region—an area that does not clearly fall under the jurisdiction of any standard Branch Secretariat despite its demographic, economic, and strategic centrality. The paper argues that this vacancy was not accidental but functionally compensated by the Zhengdong Branch Secretariat Conventionally interpreted as a temporary military institution established for campaigns against Goryeo and Japan, Zhengdong is reexamined here as a standing spatial apparatus oriented toward maritime logistics, shipbuilding, and expeditionary coordination. Rather than “belonging” administratively to Goryeo, Zhengdong is repositioned as a Yuan mechanism designed to manage the empire’s eastern maritime core space, centered on the Hebei–Shandong littoral. By linking administrative structure, coastal–inland spatial functions, and the hydrological environment of the Great Marsh of Juye (鉅野澤), the paper further demonstrates how Yuan eastern expansion relied on integrated inland–maritime networks. This approach provides a new framework for understanding the spatial logic underlying the Japan expeditions and for reassessing long-standing ambiguities in contemporary narrative sources such as The Travels of Marco Polo. This study does not assert a predetermined conclusion regarding the precise location of Goryeo. Instead, it clarifies the spatial and administrative conditions that make certain historical descriptions intelligible, and establishes the structural foundation upon which subsequent studies in this series build.
