REX 3.0 — Irreversibility-First Risk Governance (IFRG)
Abstract
Abstract REX 3.0 is an irreversibility-first risk governance framework designed for non-standard, gray, and extra-system operations under conditions of high uncertainty, high coupling, and asymmetric information. Building upon REX 1.0 (Risk Engineering for Non-standard Operations) and REX 2.0 (Recursive Executable Strategy), REX 3.0 introduces a decisive paradigm shift: from process-centric compliance to judgment-centric irreversibility governance. Anchored in the Irreversibility–Judgment Human–Augmented Systems (IJ-HJAS) framework, and operationalized through Irreversibility-First Risk Governance (IFRG) and the Irreversibility-Weighted Judgment Loop (IWJL), REX 3.0 addresses a fundamental failure mode of modern organizations: the illusion that workflows, contracts, and brand capital can absorb non-reversible risk. REX 3.0 formalizes risk governance as the management of judgment loops, irreversibility thresholds, and risk propagation structures, rather than procedural artifacts. It provides an executable architecture for organizations operating in the Cognitive Split Era (CSE), where human judgment, AI augmentation, and institutional inertia coexist under asymmetric pressure.
