Abstract

10.5281/zenodo.18475009 We report the discovery of a universal constant η = 8/9 ≈ 0.888888...appearing across vastly different scales: (1) In spiral galaxy dynam-ics as Π/α ratio, (2) In mechanical engineering as optimal length-to-diameter ratio (L/D ≈ 0.8) for rings/bushings, (3) In quantummaterials design predicting self-healing properties. Statistical anal-ysis of 175 SPARC galaxies yields α = √3/4 and Π = 4/3, givingΠ/α = 16/(3√3) ≈ 3.079 ≈ π, with secondary ratio 2Π/3 = 8/9.Engineering data confirm L/D ≈ 0.8 as empirical optimum. Theorypredicts ℓ∗ = 0.16 mm synchronization scale with applications in self-healing films (HealScreen technology). This represents a fundamentaloptimization constant in nature.
