Abstract

This document outlines a measurement-focused framework consisting of two parts: a mandatory instrumentation standard for high-impedance electromagnetic systems and a conditional physical hypothesis (NVIE). It defines specific validity criteria for measurements, such as a loading factor (\gamma) of less than 0.01 and a Q-factor preservation of at least 95%.
