Abstract

This report describes a physiological capacity estimation and governance framework designed to assess human readiness for cognitively demanding work using non-invasive biometric telemetry. The system integrates heart rate variability, resting heart rate, sleep efficiency, and aerobic capacity into a composite capacity score mapped to operational readiness bands. The document outlines system architecture, metric normalization, temporal smoothing, and validation study design for longitudinal monitoring. This work is intended to support fatigue risk management, performance safety, and decision-readiness applications in occupational and high-responsibility environments.
