This "Problem of Time" has blocked progress in quantum gravity for over fifty years. We propose that the problem dissolves once we read the equation correctly. Energetic Time Theory (ETT) holds that the word "time" names two things: the change of energy, and the counting of that change by a clock. Energy is never still, so change never stops. But a clock needs something to count against, and nothing stands outside the universe to count its change as a whole. The Wheeler-DeWitt equation, which describes the universe as a whole, therefore contains no clock. Its timelessness is not the absence of change but the absence of any standpoint from which the whole could be counted. Clocks arise within the universe, wherever energy is confined by the fundamental forces so that it returns over its path and can be counted: in every system with rest mass. For such a system, the clock rate an observer measures is the internal share of the energy that observer counts, dτ/dt = E_int/E_total, which reproduces the standard result dτ/dt = 1/γ. We show that this is compatible with the Wheeler-DeWitt constraint: the universe as a whole satisfies Ĥ|Ψ⟩ = 0 and has no clock, while systems within it have non-zero energies and carry clocks. We compare ETT with five major approaches to the Problem of Time (Page-Wootters, thermal time, shape dynamics, consistent histories, WKB/semiclassical) and with recent experimental work constructing an operational internal time in a cold-atom system. ETT is distinguished on three counts: (1) a physical account of how clocks arise, (2) a criterion for what makes something a clock, and (3) a connection between that clock and mechanical proper time, the quantity that differs between reunited twins. ETT agrees with established physics in every number. Its contribution is the explanation: the Problem of Time is not solved by finding hidden time, but dissolved by seeing why the whole has no clock and how its parts have them.
