Abstract

Artificial Human Governance Intelligence (AHGI™) represents a deterministic execution governance framework for artificial intelligence systems. AHGI™ is not an AI system itself, but a reference framework defining how intelligence modules (A–Z) are authorized, audited, and constrained prior to execution. The AHGI™ framework leverages Temporal Intelligence (TI™) as the flagship orchestration system, integrating four supporting modules — Intelligence Classification Engine (ICE™), Hardware-Controlled Activation Gate (HCAG™), Offline Enforcement Module (OEM™), and Immutable Activation Ledger (IAL™) — to provide deterministic, auditable, and fail-safe governance. This document is submitted as a citable reference for research, regulatory, and standardization purposes, preserving proprietary implementation details while establishing a neutral, universally adoptable governance standard for AI control, accountability, and compliance.
