Contribuição Técnica CP 041/2025 – Estrutura Tarifária – CPFL Santa Cruz

Esta contribuição técnica analisa a estrutura tarifária proposta para a CPFL Santa Cruz no âmbito da Consulta Pública nº 041/2025, destacando a desproporcionalidade do reajuste de 19,31% para a classe B1 frente à média de 16,75%, conforme Nota Técnica nº 144/2025-SRE/ANEEL. Através de análise quantitativa da composição tarifária vigente e do perfil de consumo da área de concessão, propõe-se a implementação faseada da tarifa binômia opcional para consumidores BT acima de 500 kWh/mês e apresenta subsídios técnicos para futura criação de sinal tarifário para sistemas de armazenamento de energia (BESS), fundamentado na valoração de serviços ancilares e postergação de investimentos. This technical contribution analyzes the proposed tariff structure for CPFL Santa Cruz within the scope of Public Consultation No. 041/2025, highlighting the disproportionate 19.31% increase for the B1 class compared to the 16.75% average, according to Technical Note No. 144/2025-SRE/ANEEL. Through quantitative analysis of the current tariff composition and the consumption profile of the concession area, a phased implementation of the optional binomial tariff for BT consumers above 500 kWh/month is proposed, along with technical support for the future creation of a tariff signal for energy storage systems (BESS), based on valuation of ancillary services and investment deferral.
