Abstract

This paper serves as the final audit report (Vol. 12) for the Universe OS (UOS) V10-B architecture, marking the completion of the PROOFCORE v1.2 validation series. While the previous audit (Vol. 11) successfully derived the geometric design value of the proton-to-electron mass ratio ($\mu$) to within 0.0003%, a minute residual of approximately 3.44 ppm ($1700\sigma$) remained against CODATA 2022 observational data. In this Vol. 12, we demonstrate that this residual is not a systemic error but a deterministic consequence of "Lattice Strain" ($\Gamma_{\mathrm{strain}}$) induced by the observer's rotating reference frame (Earth). Unlike the Flyby Anomaly (Vol. 1) which depends on relative entry angles, mass measurement within a co-rotating frame is governed solely by the Absolute Rotation Strain derived from the Connection Quantum ($\delta_{\mathrm{obs}} \approx 310$ ppm) and Synchronization Lag ($\Delta_{\mathrm{Res}}$). By applying this dynamic strain correction, the theoretical value achieves a Full-Sync (Absolute Junction) with physical observation to within 0.1 ppm. Furthermore, this framework identifies Dark Matter not as an unknown particle, but as the macroscopic accumulation of this lattice tension required to maintain coordinate synchronization in rotating galaxies. This document declares the "Full-Sync" status of the Universe OS, redefining physical laws as dynamic rendering specifications.
