Deterministic Decision Boundary
Abstract
Deterministic Decision Boundary is a non-operational, authority-closed reference artifact. This publication establishes a strict distinction between decision and process.Within this boundary, a decision is not an interpretable sequence of actions, deliberations, or procedures.A decision exists only as a fact of admissibility. Any outcome that requires explanation, reconstruction, or justification does not qualify as a decision within this boundary. This record does not define who decides, how decisions are produced, or how governance is implemented. It provides no operational guidance, mechanisms, or enforcement models. Its sole function is to fix a boundary in which interpretability, procedure, and audit cannot be substituted for admissibility. Status and Scope This record is strictly referential and non-operational.It introduces no system, framework, policy, or implementation guidance. Non-Claims This record:– makes no legal, regulatory, or compliance claims;– provides no recommendations;– asserts no facts about any real-world system or incident. Authority and Interpretation Any interpretation beyond the literal text of this record is not authorized.
