Abstract

This canonical specification defines the conditions under which human intervention is sufficient to legitimize or override computational processes. It establishes that human presence alone does not constitute control and that intervention is sufficient only when authority, comprehension, and the ability to block execution are present. JAQ-02 formalizes human intervention sufficiency as a prerequisite for accountability, liability transfer, and governance-grade operation. It positions human intervention as a functional component within glassbox governance architectures rather than a symbolic or post-hoc measure. The specification is part of the canonical A7SEM / ASOSE / Pre-Inference Governance / JAQ framework family. No implementation instructions, operational procedures, or technical integration guidance are provided. Commercial or operational use requires a separate written license from the author.
