Abstract

The ATHOS governance ecosystem is structured as a layered architecture in which each layer—SUPREME‑1, OMNIA‑1, Kernel Core, and EROS‑1—produces intermediate artifacts that must be validated before transitioning to the next stage. This paper introduces Kernel 10, a deterministic constraint engine that enforces rule‑based validation, context‑aware escalation, and cryptographically sealed audit trails at every inter‑layer boundary. Kernel 10 provides a language‑agnostic specification with isomorphic Python and C++ implementations, ensuring reproducibility and regulatory alignment. The architecture satisfies EU AI Act requirements for human oversight (Art. 14), accuracy and robustness (Art. 15), and traceability (Art. 12). Kernel 10 functions as the governance spine of the ATHOS stack, transforming the layered system into a unified, deterministic governance organism.
