B7 Governance Level Repair Is Impossible
Abstract
This paper establishes an impossibility result for governance-level repair within a closed admissible framework. It proves that once admissibility and standing are fixed, no supervisory, procedural, or institutional intervention can restore legitimacy after collapse. Attempts at repair—through oversight, exception handling, escalation, policy adjustment, or retroactive correction—are shown to rely on deferred admissibility, external authority injection, or illicit scope transport, all of which violate standing conservation. The analysis is strictly eliminative and non-constructive: it introduces no new primitives, specifies no procedures, and provides no operational governance mechanisms. The result functions as a boundary theorem, ruling out governance-level repair as an admissible response to legitimacy failure in closed systems.
