Abstract

his paper establishes a boundary result concerning measurement in closed admissible systems. It proves that, even under full constraint saturation and standing conservation, the class of admissible measurements remains perpetually open. This openness is not due to incompleteness, missing constraints, or unresolved structure, but is a necessary consequence of admissibility itself: measurement instances cannot be exhaustively enumerated without illicitly reintroducing scope transport or hidden parameters. The analysis is strictly eliminative and non-constructive, introduces no new primitives, specifies no measurement procedures, and provides no operational criteria. The result functions as a boundary theorem, fixing measurement openness as a structural feature of closure rather than a defect or gap in the admissible interior.
