Operator Envelopes and Licences Admissibility Constraint Map Paper III
Abstract
This paper introduces operator envelopes and licences as structural components of the admissibility constraint map. Operator envelopes define the bounded contexts within which operators may act, while licences specify the conditions under which such operations preserve standing. Neither is a mechanism or execution rule; both are boundary conditions on admissible action. The analysis demonstrates that operators cannot be freely composed, extended, or transferred across envelopes without violating admissibility. Attempts to treat operators as globally valid, self-licensing, or context-independent are shown to rely on illicit scope transport or hidden global anchoring. Once these moves are excluded, operator validity is strictly envelope-relative and licence-dependent. The result clarifies why admissible operations must be locally licensed and why operator misuse manifests as categorical failure rather than gradual error. No operator calculus, execution semantics, or procedural rules are provided. The paper records the necessary structural role of operator envelopes and licences in preserving admissibility.
