Admissibility Is Scope Invariant
Abstract
This paper proves that admissibility is strictly scope invariant: a claim that is inadmissible in any evaluation context is inadmissible in all contexts. It shows that admissibility cannot be restored, weakened, or localized by changing scale, domain, observer class, aggregation level, or governance layer. The result follows from standing conservation and fail-closed evaluation and is established by exhaustion of all known scope-relative rescue strategies. No procedures, algorithms, or implementation guidance are given. The paper fixes admissibility as a global structural boundary rather than a context-dependent property, eliminating scope-based reinterpretation as a legitimate epistemic move.
