Abstract

This paper presents a grammar-level reframing of physics as record governance. It distinguishes encoding—formally admissible mathematical structure unconstrained by persistence—from information, defined as encoding instantiated as persistent, joinable records under constraint. Within this framework, entropy and decoherence are re-typed as degradation of record integrity rather than loss of underlying structure, clarifying the coexistence of microscopic reversibility with macroscopic irreversibility. The work is non-ontological, non-mechanistic, and provides falsifiability conditions. It is intended as a concise, front-facing entry point to a broader URM foundational suite.
