Global Enforcement of Admissibility
Abstract
This paper establishes global enforcement of admissibility as a structural necessity. It shows that admissibility cannot be locally applied, selectively enforced, or contextually waived without collapse of reference and standing. Any regime that permits partial, deferred, or layered enforcement is eliminated by exhaustion. The result fixes admissibility as a universal boundary condition governing all claims, descriptions, and agents, independent of domain or scale. No governance mechanisms, algorithms, or enforcement procedures are specified; the paper demonstrates necessity, not implementation.
