Abstract

This paper introduces the No Ontic Flux Constraint as an interpretive rule implied by conservation of admissibility. It shows that admissible reality does not permit continuous ontic creation, annihilation, or drift; apparent flux arises only from standing-preserving redescription within fixed constraints. Any interpretation that treats change as ontic generation or loss is eliminated by exhaustion for violating admissibility conservation. The rule clarifies how dynamical descriptions remain legitimate without introducing ontic flux. No algorithms, dynamical models, or implementation procedures are provided; the result is purely interpretive and necessity-based.
