Prohibition of Standing Neutral Admissibility Regimes
Abstract
This paper proves the prohibition of standing-neutral admissibility regimes. It shows that admissibility cannot be defined, evaluated, or enforced independently of standing without collapsing reference and legitimacy. Any regime that attempts to treat admissibility as a purely formal, procedural, probabilistic, or governance-level property—detached from standing—is eliminated by exhaustion for violating conservation of admissibility. The result establishes standing as inseparable from admissibility rather than an optional or external condition. No algorithms, regime designs, or implementation procedures are provided; the argument is strictly necessity-based and structural.
