Standing Failure Is Scope Global
Abstract
This paper proves that standing failure is scope global. It shows that once standing fails in any admissible context, the failure cannot be confined to a local domain, scale, observer class, or representational layer. All attempts to localize, bracket, or firewall standing failure—via scope restriction, modularization, aggregation, or governance separation—are eliminated by exhaustion for violating conservation of admissibility. The result establishes standing failure as a global condition rather than a context-dependent defect. No algorithms, containment strategies, or implementation guidance are provided; the argument is necessity-based and structural.
