Agency as a Bookkeeping Projection
Abstract
This paper argues that agency is not an ontic primitive but a representational bookkeeping projection within an admissible interior. Under standing conservation and fail-closed admissibility, agency is shown to arise as a descriptive convenience tied to particular partitions of the admissible structure, rather than as an independently acting causal entity. The analysis proceeds by exhaustion: treating agency as ontically fundamental leads either to redundancy or to inadmissible scope transport. No mechanisms, decision procedures, or operational models of agency are proposed. The result reclassifies agency as a non-fundamental descriptive layer while preserving the closure of the underlying structure.
