F1 Meta control Layer
Abstract
This paper characterizes the meta-control layer as a structural constraint on admissible description rather than as a supervisory mechanism, optimizer, or control system. The meta-control layer is shown to fix the conditions under which lower-level descriptions remain legitimate, without issuing directives, performing interventions, or executing decisions. By exhaustion, any attempt to operationalize meta-control as a programmable governor, feedback loop, or adaptive overseer collapses into illicit scope transport and fails closed. The analysis is declarative and non-procedural, placing on record the necessity of a meta-control layer for standing preservation while avoiding any architectural, algorithmic, or implementation guidance.
