Governance Corollary Operational Consequences of Reality Closure
Abstract
This paper derives the governance corollary of reality being closed by exhaustion, identifying the necessary consequences for decision-making, authority, and institutional action once no admissible extensions or repairs remain. The analysis is strictly structural: it traces how closure forces governance to operate under binary legitimacy, fail-closed evaluation, and non-accumulative standing, without proposing procedures, controls, or enforcement mechanisms. By exhaustion, governance models that rely on discretion, iterative correction, consensus, or outcome-based justification are shown to be incompatible with a closed reality. The paper is declarative and non-procedural, placing on record the unavoidable governance implications of closure while avoiding any operational, regulatory, or implementation guidance.
