Abstract

This paper characterizes licensing as an interior projection of admissibility rather than as an external authorization, causal process, or generative act. Licensing is shown to describe how admissible structure appears from within a closed interior, not how structure is created, transmitted, or granted. By exhaustion, any account that treats licensing as a mechanism, policy choice, or meta-level intervention is shown to violate standing and fail closed. The treatment is declarative and non-procedural, placing on record the necessity that licensing is a representational effect of admissibility, not an operational process.
