Abstract

This document states a purely declarative standard for adversarial testing under admissibility and standing constraints. It specifies what it means for a system, claim, or corpus to be adversarially testable in principle, without providing procedures, workflows, or implementation guidance. Adversarial robustness is treated as a binary property evaluated at the admissibility boundary, not as a matter of stress-testing techniques, empirical coverage, or iterative hardening. The statement is strictly non-operational: it defines necessary and sufficient conditions for meaningful adversarial challenge and clarifies why systems that lack these conditions cannot be validated, regardless of testing effort. As such, it contributes to maximal closure by eliminating procedural notions of “testing quality” and replacing them with a fail-closed, necessity-based criterion for adversarial legitimacy.
