Abstract

This paper establishes that the governance layer is strictly eventless, and that any appearance of dynamics, transitions, or temporal evolution at this level arises from illicit representational import. Once admissibility and standing conservation are enforced, governance admits no events, processes, or state changes—only binary evaluations of legitimacy at the boundary. The paper shows that dynamical language at the governance layer is a category error produced by projecting lower-layer process semantics upward where they do not apply. The argument is eliminative and exhaustion-based, introducing no alternative dynamics or explanatory mechanisms. By ruling out governance-level dynamics entirely, the paper closes a persistent class of interpretive and policy errors that depend on treating governance as a process rather than a structural boundary condition.
