Abstract

This paper reformulates General Relativity under a governance-first ordering, showing that legitimacy constraints precede and bound all geometric and dynamical descriptions. Rather than treating spacetime structure as primary, the analysis demonstrates that GR’s equations, symmetries, and interpretive apparatus are licensed only after admissibility and standing conservation are fixed at the governance layer. The argument is exhaustion-based and strictly non-constructive: it introduces no new dynamics, formalisms, or modifications to GR. Its contribution is to place the entire GR framework within a necessity-ordered hierarchy, clarifying why attempts to extract foundational, generative, or process-level meaning from GR constitute illicit scope inversion. This fixes GR’s status and limits on record while preserving its empirical bookkeeping role where properly licensed.
