Abstract

This paper shows that General Relativity and Quantum Mechanics are unified not by synthesis, modification, or deeper dynamics, but by recognizing both as constraint-licensed bookkeeping regimes operating under the same admissibility and standing conservation principles. The apparent incompatibility between GR and QM is traced to illicit scope extension and representational overreach, not to any missing physical structure. Once admissibility is enforced, each theory is shown to occupy a distinct, non-overlapping bookkeeping role, and their “unification” consists in the exhaustion of all permissible relations between them rather than the construction of a new framework. The argument is strictly eliminative and non-constructive, introducing no new formalisms, mechanisms, or interpretive layers. By placing GR and QM within a single governance-first constraint hierarchy, the paper resolves the unification problem on record and closes the space of legitimate alternatives.
