Abstract

This appendix consolidates the interpretive constraints governing how governance-level claims may be read without introducing illicit process, dynamics, or agency. It clarifies common misreadings that arise when governance boundaries are described using informal language drawn from lower layers, and explicitly delineates which interpretive moves are prohibited under admissibility and standing conservation. The document is strictly non-operational: it introduces no procedures, mechanisms, or governance designs. Its role is to fix permissible interpretation on record, ensuring that the surrounding closure results are read as structural and necessity-based rather than as policy proposals or process frameworks. In doing so, it supports maximal closure by preventing interpretive drift without expanding the technical content of the corpus.
