No Events at the Governance Layer
Abstract
This paper establishes that the governance layer admits no events whatsoever. Under admissibility and standing conservation, governance does not evolve, transition, react, or undergo state changes; it functions solely as an eventless boundary at which legitimacy is evaluated. Any appearance of governance “events” is shown to arise from illicit projection of lower-layer dynamics or narrative time into a domain where such concepts are undefined. The argument is strictly eliminative and non-constructive, introducing no alternative governance mechanisms or temporal models. By placing eventlessness on record as a necessity rather than an assumption, the paper closes a foundational class of governance and alignment errors that depend on treating governance as an active process.
